I strongly advise against hiring PMP to manage any property. Their mismanagement has significantly deteriorated the quality of life in our building, and their lack of accountability is alarming.
• Neglect and Unresponsiveness: There is no way to reach PMP after hours, and during business hours, residents are left waiting on hold with no callbacks. Basic management responsibilities are consistently ignored.
• On-Site Manager Issues: The on-site manager is unprofessional, unresponsive, and hostile toward both residents and vendors. They have even leaked oil onto the property, leaving residents to deal with the mess and costs.
• Security Failures: PMP has neglected major entry doors, leading to repeated break-ins and property damage. Instead of addressing these security concerns, they tolerate inappropriate behavior from staff, with no policies in place to prevent misconduct.
• Board Misconduct and Election Delays: PMP aligns with the board in violating bylaws, including delaying elections from November to April, risking the association’s charter status.
• Financial Mismanagement: PMP has overseen the misallocation of funds, including multiple unnecessary and redundant paint jobs—some units painted up to four times. They ignored expert engineering advice regarding federally regulated balcony repairs. Meanwhile, dues have increased, earthquake insurance has been lost, and yet the property continues to decline.
• Retaliation Against Homeowners: Rather than addressing concerns, PMP and the board use legal intimidation tactics to silence residents. I was personally threatened with legal action simply for sending emails—something that should be unnecessary if the on-site manager were performing their job correctly.

PMP’s mismanagement, lack of professionalism, and disregard for residents’ well-being make them a disastrous choice for property management. If you are considering hiring them, be aware—you will be played. I encourage anyone questioning my claims to visit the property for a firsthand look.

This management company is an absolute joke, and if anyone has any ambitions to build a home at The Country Estates in Diamond Bar, I would advise against it. I have lived in this neighborhood for twenty years, and the amount of burglaries is worse than it has ever been:

We appreciate you reaching out regarding the recent string of break-ins in The Country, we appreciate and value your feedback. The Association shares as much information as they are provided via the email distribution system to help keep homeowners informed, and believe the information provided is accurate based on the limited information provided by the local Sheriff’s Department.

While the gated entries and community patrol service may provide some deterrence to crime in the community, these services are not intended to prevent the risk of criminal activity in the community. For example, it is possible (i) for someone to enter through the vehicle gates under false pretenses, enter as a pedestrian, or climb over any perimeter fencing to commit crimes in the community, (ii) for residents to commit crimes against their others in the community, (iii) for guests of residents to commit crimes in the community, or (iv) for employees of residents or vendors (who a resident authorized to enter) to commit crimes in the community.

Therefore, please take notice that the Association is not responsible for providing, and does not provide any security or protection for Owners, residents, tenants, guests, or other persons in the community or their personal property or real property, or the Residences. If any suspicious or criminal activity is observed, the police should be contacted immediately. The Association’s patrol service’s duties are limited to staffing the Association's entry gates to control vehicle access and patrolling the community to report observed violations of the Association’s governing documents to the Board of Directors. The patrol service officers are unarmed and not intended to provide, and do not provide, any ā€œsecurityā€ to protect Owners, residents, tenants, guests, or other persons or their personal property or real property, or the Residences. Thus, residents should provide for their own security by keeping doors locked, not leaving garage doors open, installing architecturally approved exterior lighting, refusing to open your door to strangers, asking workmen for identification, installing a residential security system, carrying insurance, and any other reasonable, lawful measures deemed necessary or appropriate to provide for protection of your property and person.

In an additional effort to help deter crime, the Association invested in a large-scale CCTV system upgrade to locations throughout and within the Association’s property lines (entrance gates, community center, park, and sports facilities.) The Association also entered into a contract with Flock Safety, who installed cameras powered by AI, located at both entrances. The Flock Safety cameras detect and report, in real-time to nearby Sheriff Deputies, any vehicles entering that match the description of those in the National Crime Database (warrants, silver-alerts, amber-alerts, stolen vehicles, etc.).

Thought these upgrades helped in many ways, it does not provide a deterrent for suspects entering homes from blind spots within backyards. We continually share our concerns with the local Sheriff’s Department, and their repeated response is to encourage homeowners to improve their security systems with motion detecting lights and cameras.

Keep paying HOA to them and pool hasn’t been fixed and gate keeps breaking down. The two accounts we have with them keep getting credited incorrectly. Checked with my bank and they said PMP took the money & banks put account number on the check correctly. Now I’m writing physical checks and I’m still, supposedly behind on my payments. I’ve never had this problem with the past 3 HOAs that ran our development. Gate damaged my car and they refused to help me fix it. Horrible HOA company. I can’t recommend them to anyone.
