I moved out on July 18th and still have not received my security deposit, 45 days later. For reference, California state law (1950.5) requires landlords to return a security deposit within 21 days or be subject to 3x the amount of the deposit in damages in court. Full story below.

My apartment was flooded by my upstairs neighbor and the management did not handle the situation. The site services did not put a fan to dry out the apartment above for my older neighbor until I asked them to come back and help him - it seemed they planned to just blame him and not provide equipment to dry the apartment. Interestingly enough, our property owner was in the process of selling our building and some employees had come through all the apartments the day prior. My neighbor insisted that his bathroom sink was tampered with, which is where the flooding began. In the aftermath, I was warned of a risk of black mold and several pieces of furniture were ruined. Despite the risk of black mold, I was not given another place to stay or any hotel allowance, and the black mold did in fact start appearing through the wall after 2 weeks. I negotiated to move out very quickly due to the damages.

See photos for the single fan I was given to air out my entire lower apartment (which had water damage from the front door all the way to the bedroom), the spot on the ceiling where most of the water broke through, and the black mold seeping through the wall directly under that. Also photos of my furniture covered in mold from water damage.
