We had some minor issues, but overall, we enjoyed living there. I should mention that we lived in one of the apartments on Culver Blvd, and our property manager, Doug, was always quick to help whenever we had any issues. Without him, it wouldn’t have been as easy.

I had to come on here and write a review specifically for Fred. I have lived in over 9 apartment complexes in los angeles and have never taken the time to write a review but Fred, he is by far the best landlord ive ever had the pleasure of knowing. No matter what time it was if I had an issue Fred would always pick up the phone and make it a priority, even if he had to drive out right then and there. Not only that but he is so friendly and personable and just the best. Every tenant needs a manager with a little empathy and that’s jv property management (mainly Fred). Highly recommend! He also made it a priority to make sure my rent was comped if there was an issue that couldn’t be fixed right away. I could go on and on

Total frauds, I was asked to make venmo payments to Eduardo Guzman regarding application fees. I wasn't born yesterday, this is also not the real JV property management. They are collecting applications fees. Please get a real job or do a better job of scamming you busters.

Another Update: James refused to do necessary repairs on the building and was ordered by the city Housing Department to complete these repairs.

UPDATE: I filed a police report against James Engel because he hired a contractor to enter my unit, by climbing up my balcony, without my knowledge or consent. Unfortunately for James I had this all recorded on my security camera.

First of all, James Engel owns this company. His five star review and the fake reviews on here are inflating their rating. (Notice all of the fake accounts posting reviews an hour after this review went live)

Regarding 215 S. Rampart Blvd.:
This company bought the building, fired the on-site manager without any notice, and hired gardeners to use gasoline leaf blowers to operate while inside the building. (Documented with HCIDLA, Health Dept., and Clean Air Bureau)

They almost never respond to emails. They never respond to phone calls. The manager James Engel responds “good luck :)” when you tell him you will report his violations to the Housing Dept. after he doesn’t follow through on complaints.

The washing machines and dryers do not work and tenants constantly lose money. James Engel refuses to refund the money even though the machines are clearly broken.

Stay away from this management company.

This was the worst experience I have ever had with a leasing company and we didn’t even move in! Just and FYI all of the Cam reviews are FAKE. He is probably the worst leasing agent I have ever interacted with.

For starters he didn’t take me to the units I asked about, he sent in our apps without our co-signer and then said he couldn't change it. He then sent 3 different agreements with 3 different moving cost totals over the course of a few days because he kept forgetting things and some were after signing our lease.

They then claimed their company policy states we have to pay our first months rent with our prorated rent, security deposit and other fees. When we simply stated we would prefer to pay or first month rent on the first due to the several increases in price they came back and said they CANCELED THE LEASE WE ALL ALREADY SIGNED. Now this is obviously ILLEGAL. But after dealing with the incompetence and reading the reviews we realized we dodged a major bullet!

My worst experience in the US so far.
I was looking for an apartment in Santa Monica and I had an appointment to see a 2 bedroom apartment with their manager, Eduardo Guzman. We discussed every question once we were there and I asked if I should apply for it and he said yes. Eduardo Guzman sent me a link with the name of L Chapin Enterprises LLC and asked me to complete the application there. Only after sending him 50 $ (through venmo) for the application fee (for 2 people), he called me the next day and informed me that I do not have much chance to get the apartment regarding my credit history but still asked if I can pay for 3 months prior to increase my chances or if I am interested in another apartment on the same building which is more expensive than the one I applied for (I refused). The next day he called and informed me that the apartment was given to another candidate and that though my credit history was good enough another candidate was the homeowner's choice. After requesting the results of our credit check he sent me a phone number where I could ask them to receive it. After talking to 5-6 people on the phone within 2 days, I was told that it would be sent within 2-3 weeks and I never received it (after almost 5 weeks). I tried to contact Eduardo to explain the situation and he only texted me that I could feel free to contact that number again.
I do not exactly know how such things work here but I have a feeling that non of the people (Eduardo Guzman) and companies (L Chapin, Chapin Portfolio) I mentioned above are reliable and I would not recommend anybody to get in contact with them. It was just a chance for them to receive as much money as they were checking another candidate and then inform others that they were not chosen by the owner.
I also do not know what kind of connection is between L Chapin and JV Property Management & Brokerage, Inc. but Guzman seems to be working for both.

Cam has been nothing but professional, thorough, responsive and attentive throughout my apartment search and eventual move with JV Property Management. There was hardly ever any lag between an inquiry and his response, and he is in the business of getting things done. 5/5 stars, would highly recommend.

AVOID AT ALL COSTS! Would give zero stars if I could. These guys are crooks. They take your application fee and run a hard check on your credit even if they have no intention of letting you sign a lease. I had a June first move in, they took my money and dinged my credit and ignored me for a week. I had to keep bothering their office secretary to eventually get a response, and it was some cookie cutter nonsense about management going in a different direction. For some context, when they ran my credit, it was a 750. So credit isn’t the issue. So now I am down 50 dollars in application fees, 20 points on my credit report because of their hard inquiry, and they wasted my time and ignored me for a week so I was unable to get another apartment with the time they left me. These guys are rude, unprofessional criminals.
